About Luminance!  Festival 2012

Luminance! is a light art festival created to nurture aspiring artists & encourage experimental ideas. This is an artist development program which aims to provide an engaging platform for Singaporean artists to express their social views through the medium of Light-Art.
                                                                                                               
The inaugural festival will take place in *SCAPE from 23 June 2012 to 1 July 2012.

  • During this period, *SCAPE will be transformed into an art gallery coloured by the imaginative creations of aspiring artists.
  • The festival will be engaging established artists to participate as mentors. It will be an avenue that brings professional artists, industrial partners and budding artists together, fostering a unique artistic community in Singapore. 
  • International aspiring youth artists will be invited to participate and connect with the local artists, bringing an inter-cultural dimension to the community.
Volunteerism, Innovation and Community collaboration make up the key essence of this festival, where people come together in Singapore to experience light art and imagine the endless possibilities that it brings.

Let your vision, whatever it may be, be present, loud and bold

Let it take the form that it finds itself to be, here in Luminance! 2012

The theme for Luminance! 2012 is “dreams and aspirations”. The visions that drive the you, the dream of making something happen in the unforeseeable future, that which fills the waking hours and sleepless nights, that which propels you to live a life worth living -  we want to hear of your dreams, what you long to do, the perfect world as perceived through your eyes.

Invitation to participate

This EOI to is open to all aspiring artists or artistic groups (Singaporeans and PR) 18 years old and above. This is an invitation for ideas of “Dreams and Aspirations” to be expressed through light art (Sculpture, Projections, Photographic creations, Visual performance). Multidisciplinary collaboration is encouraged. (eg. Light sculpture with music and/or dance)

The Artist may also propose a potential partner he/she would like to work with to create the installation (e.g. an artist whose installation requires many recycled plastic bottles can propose to work with Veolia Singapore)

Commisioned  works will be displayed as part of Luminance! Festival  2012 at *SCAPE from 23 June to 1 July 2012. Thereafter, up to 3 art works (and up to 3 artists) may be selected to be presented at our partner festival, Fete des Lumieres, in Dec 2012, Lyon, France.

All proposals should reach the festival office by 2200 hrs 15 April 2012. Electronic submission is preferred.

All participants will be notified of the shortlisted entries after 20 April 2012.

Overall Design Considerations   

Design proposals will be judged based on the following considerations:

  1. Strength of Concept
    1. Artist’s Voice – Degree of coherence and relevance of the artist’s expression to his/her selected space
    2. Community – How the artwork relates and interacts with the public, involves/engages the community in the process
    3. Sustainability – Incorporation of low-energy and/or energy-efficient lighting technology and recycled materials

  1. Feasibility
    1. Practicality of design fabrication (Consider time, materials & cost)
    2. Ease of packaging, transport and assembly
    3. How the work is installed into the chosen site

Site Selection

The venue for the festival is at *SCAPE (2 Orchard Link, Singapore 237978). The Artist  should also inculde in his/her proposal 3 choices of his/her preferred sites for the artwork. (There are a total of 22 sites selected within *SCAPE – refer to Annex 1)

A site tour will be conducted for all interested applicants and we strongly encourage that you come for at least one of such sessions to experience the vibrancy of the space. (Refer to Annex 2 for dates for site tours)

(Attendance of site tour by at least one representative is a key criterion for acceptance of the proposal.)

Sites will be allocated through a consultative approach by the curatorial team headed by renowned artist, Mr Sun Yu-li.


Budget

A basic production budget of SGD2500 (Singapore Dollars Two Thousand Five Hundred) will be made available to commissioned artists to produce and deliver their light art installations/performances.

50% of the production budget will be released upon accpetance of the letter of award and the remaining 50% will be released upon commissioning of artwork to *SCAPE.

The festival will provide basic logistics and support, such as projectors, transportation of installation within Singapore, simple staging, power points and security.

This budget covers:

  1. Production and setting up of installation;
  2. Maintenance of the installation and/or its equipment before, during and after the festival.

Should additional funding be required for the realisation of the artwork, the festival will try its best to find a solution for the artist through our partnership programs with industrial partners and sponsors.

The budget as indicated in your proposal will be treated as the final amount for the project.

 Ownership of installation 

Ownership of the installation shall rest with the respective participants/ participating groups. However, all images of the artwork are permissible for use by the Organiser.

Should  the installations and/or their images and videography be shown again at another location, it is mandadotry to indicate that the installations were commissioned for Luminance! 2012.

Mentoring and Guidance

As part of the festival’s core value to nuture a youth art community in Singapore, we will be conducting a series of workshops and technical expertise sessions. Through these interactions, internationally renowned artists, technical consultants, corporate and social innovators will be present to share insights and offer consultancy and advice  on your project.

Marketing and Publicity

Commissioned artists may be required to be present their work for the following events:-

Press conference
Opening Ceremony of Luminance! 2012
Workshops – Mentoring session
